STATEMENT OF PROJECT MANAGEMENT EXPERIENCE

Apartment house, 1965: Purchased land and had eight unit apartment building constructed at 3663 Seventh Ave., San Diego.

Subdivision: Bought 12 acres in Bonita, 1972, recorded a minor subdivision, unincorporated County of San Diego.

Planned Unit Development: Annexed 4 acres to Chula Vista 1974; obtained permit for Planned Unit Development and recorded maps. Had three lots graded and did landscape and irrigation plans and installation for two acres.

SFR Construction: Designed and built 3000 sq. ft. single family residence, Bonita, 1976. Gray water system Obtained first permit issued by San Diego County for gray water system; installed system was inspected and approved by County.

Tenant Improvements: Designed and contract for tenant improvements in leased spaces in three different office buildings. Office Building: 1979: Purchased 10,000 sq. ft. office building. Conducted $90,000 remodel. Managed building.

Office Building, 1983: Purchased 10,000 sq. ft office building lot and had 10,000 sq. foot office building designed.

Trail construction: 1973– Participated as legal advisor to the Ad Hoc Trails Committee appointed by the Board of Supervisors. Contributed initial draft of text of County Trails Plan. Contributed initial draft of A Horse fee license ordinance. Active in promoting adoption and implementation of County trails plan for more than 20 years.

Olivenhain M.W.D., 1990 Appointed Project Manager by Bellfree Contractors, Inc., for $600,000 recreational project for Olivenhain Municipal Water District. Construction included 11 miles of trails; two picnic areas with trees, irrigation, portable toilets, picnic tables; horse teather areas; three remote overlooks with stone benches and shade structures; installation of $10,000 worth of split rail cedar fencing; installation of five very heavy duty steel gates; installation of trail markers and signs. Performed contract administration, payroll, banking, financing, direct supervision of labor; contractor relations with owner.

Trail Constr. Equipment: Have designed and constructed specialized trail construction equipment, including a tracked mini-dozer; tracked cargo carrier; and other misc. equipment. Own and operate miniexcavator (6000 lbs., 12' boom and dirt blade). Have operated tracked loaders, skip loaders, backhoes, trucks, compaction equipment, rock drills, and other assorted heavy construction equipment and tools. Have taken adult education courses in machine shop, welding, diesel engine repair and truck driving.

Construction: Purchased land, purchased and learned architectural CAD software; studied applicable building codes and design books for SFR; created all working plans for 3000 sq. ft. house, 1100 sq. ft garage and 640 sq. ft. granny flat; obtained permits for the structures. Obtained permits and installed 550' of leach field. Designed and obtain permit for County’s first gray water use system. Have personally built much of the structure for the garage and granny flat. Qualified to install electrical service. Competent to construct all phase of building in accordance with applicable codes and good building practices. Have completed adult education course for building contractor’s license.

Computer science Have completed courses in computer business information systems; sold and installed accounting software and taught owners; have created web pages using HTML authoring tools; designed and maintained five web sites; completed a course on the UNIX operating system. Operated a Unix system. Operate in the Windows 95 environment. Operated a Thoroughbred multi-user operating system. Owned and operated many computers. Have spent close to $90,000 on computers and related equipment and software over the past 20 years.

Business: Owned and operated Sevencrest Apartment complex from 1965 to present, including all phases: financial; marketing, tenant selection and relations; maintenance and gardening. Sold real estate both as a principal and as a licensed real estate broker. Conducted a private law practice since 1973 until 1996. As General Partner, managed a 10,000 sq. foot office building. As an attorney and real estate broker, have represented many parties in the purchase and sale of business, real estate and personal property.

Horsemanship: Have owned several horses. Participated in several sanctioned endurance rides, both as a rider and as a member of the P&R team. Have ridden extensively in San Diego County and elsewhere occasionally. Have good horsemanship background. Continue to care for Patrick, a 25 year old quarter horse.
