  • Excellent collaboration skills: created several academic collaboration groups
  • Collaboration with several equestrian clubs in the creation of the San Diego County Regional Trails Plan and execution of trail construction projects
  • Collaborated with County Parks and Recreation staff in the design of Sweetwater Regional Park including commercial kitchen.

  • High level of appreciation for economic development, job growth, high quality and sophisticated residential community:
  • Advancement of the “Economic Gardening” approach to business growth and job growth (in numbers as well as in compensation and profit rate
  • Adoption of the “Community Schooling Collaborative” approach to broad-based, low cost education, especially in areas untouched or not well developed by local schools.
  • Proposal to the Board of Directors of Habitat for Humanity of Gallatin Valley for the “Habitat Clusters” to provide both affordable housing and affordable living in Gallatin County.
  • My efforts in San Diego County in developing local and regional trails paid-off in that 3.1 miles of the Sweetwater Valley trails system is the most heavily used pedestrian path in the County of San Diego. The objecting of networking local communities by trails got folks out of the cars and into the open air for good recreation and interaction.
  • Political skills were developed from the time I ran for and was elected Class President of the Santa Ana Senior High School Senior Class in 1952. I have worked in campaigns for political parties and on behalf of ballot propositions.
  • While County Counsel of Imperial County, I personally headed the effort to get bond issues passed involving a swimming pool, air condition and athletic field improvements for Central Union High School, El Centro. I produced a video show of the use of swimming pools in Calexico, Holtville, Brawley and Patriarchal. I wrote the script and did the narration. This 33 minute clip ran intermittently for two weeks before the election on the local TV station. It showed how much the kids and parents appreciate their pools in the other towns and how important it was to replace the 82 year old public pool in El Centro which was leaking water to under the freeway.
  • One of my recent courses at MSU was “Social Psychology” from which I gain considerable insight of how groups are formed and work (and some don't work). I have researched and written papers on “bonding and bridging” in our society and a comprehensive list of elements which constitute “social glue”.

  • High integrity, commitment to quality, sense of mission, and solid work ethic:

  • Clean record:
  • My record with the California State Bar and the State agencies from which I gain a license, is spotless.
  • Secret security clearances: I have had three separate secret security clearances:
  • While a Staff Attorney at Rohr Industries
  • As DataText Word Processing on two different occasions involving contract word processing work for the Navy.
  • I uphold the highest level ethics and have research business ethics and personal ethics.

  • Problem solver, Task oriented, risk management:
  • I am basically a problem solver and am task oriented. I like to finish what I start, on time and under budget. While I am not unwilling to take risks, I always research and evaluate the risk. I stay sensitive to “how am I doing” and will make course corrections when and where needed.
  • I have on some occasions, brought a project to a halt when reason and relevant evidence so indicated.
  • I am very self-directed, but will check with the other stakeholders of a project to make sure we are all on board the bus.
Commitment
While I enjoyed my law practice, I have closed that chapter and no longer wish to engage in the practice of law (“been there, done that”). I will, however, put my legal skills to good use (research, due diligence, vetting the case, draftsmanship, looking for traps for the unwary, and assembly of ideas). My particular skill is in relational thinking and having the ability to visualize the end result as part of the planning process. If employed, I would expect to be in the job at least ten years, hopefully longer. I plan to stay the course of creating profitable businesses and a sustainable quality of life for our residents.

Passion:
My passion is to do all in my power and ability to create jobs and profits which greatly exceed the norms for most cities and counties. Well paid employees and profitable businesses promote the public good. As the quality of life improves, so does the resolve of the community members to maintain a safe, salutary and productive community. We have all witnessed what happens when a community has chronic low wages, unemployment and workforces who are under-employed and under paid. The result for these latter communities, is increased crime, homelessness, welfare costs and decreased quality of life for wage earners. Folks who can, escape the neighborhood, leaving buildings vacant and vandalized. In many average communities today, a family of four needs to work 2.5 jobs just to break even. Compare this to life in the 50's and 60's when the income from one parent was sufficient to raise a family in a decent manner. One must never rest on his or her laurels. The economies of the nation, states and communities are moving targets.

Sincerely yours,

James E. Miller, J.D.
